President Hassan Sheikh Commends Cabinet Transparency and Launches Delivery Unit
Mogadishu (Shabelle Media) – President Hassan Sheikh Mohamud has applauded the Federal Government of Somalia’s Council of Ministers for demonstrating an unprecedented level of transparency and accountability during the recently concluded Government Accountability Program. The initiative, spearheaded by Prime Minister Hamse Abdi Barre, provided the Somali public with a rare opportunity to witness their leaders openly review, defend, and evaluate the government’s performance over the past two years.
Over the course of nearly one week, ministers presented progress reports highlighting the achievements of their respective portfolios, the challenges encountered, and the strategies for moving forward. The process reflected the government’s growing commitment to open governance, where the public can monitor both promises and results. President Hassan Sheikh, in his closing remarks, described the program as a “vital exercise in strengthening democratic trust” and stressed the importance of sustaining such practices in order to build confidence between citizens and institutions.
The president acknowledged that some ministries demonstrated notable progress, while others fell short of expectations. He emphasized that acknowledging shortcomings is not a weakness but a strength, as it enables corrective action and promotes continuous improvement. “Accountability is the foundation of democracy,” he added, “and it is through openness that we can correct mistakes and accelerate development.”
Alongside the conclusion of the accountability program, President Hassan Sheikh also presided over the official launch of the Coordination and Delivery Unit (CDU) under the Office of the Prime Minister. This new structure is designed to accelerate government performance by ensuring that national projects, reforms, and development priorities are effectively coordinated and monitored.
The CDU will play a critical role in:
- Tracking the government’s commitments and promises made to citizens.
- Coordinating between ministries to avoid duplication and delays.
- Ensuring that development initiatives are delivered on time and within budget.
- Providing regular updates to the public on the status of government programs.
According to the president, the CDU will serve as a bridge between policy planning and tangible delivery, making sure that promises are not left on paper but turned into real action. He called on ministers and government officials to fully cooperate with the CDU and adopt a results-oriented culture in public service.
The event was widely covered in Mogadishu and welcomed by citizens, civil society, and observers who viewed it as a significant step toward entrenching democratic governance in Somalia. For many, the program represented a new model of transparency in a country that has long struggled with weak institutions and limited accountability.
The president concluded his remarks by encouraging ministers to carry forward the lessons learned from this accountability exercise. He reiterated that transparency should not be a one-time event, but a continuous culture within government. “Our duty is to serve the Somali people with honesty and dedication. If we maintain accountability and coordination, Somalia will move faster towards peace, stability, and development,” he declared.
“The Somali people deserve leaders who are accountable, open, and honest. What we have witnessed over these days is a government willing to face its people and explain its work with clarity,” President Hassan Sheikh stated.”
