Garowe(SPT) — The Italian Ambassador to Somalia, Pier Mario Daccò Coppi, accompanied by the Head of the Italian Agency for Development Cooperation (AICS) in Somalia, Dr. Valeria Boninfanti, arrived in Garowe, the capital of Puntland State. The visit forms part of Italy’s ongoing diplomatic and development engagement with Somalia.
The Italian delegation held talks with Puntland Deputy President Ilyas Osman Lugatoor, discussing the broader political and security situation in Somalia, with particular emphasis on Puntland’s progress in democratic governance, security consolidation, and infrastructure development. Officials highlighted ongoing cooperation in development programs and institutional support initiatives.
The meeting, which was also attended by members of the Puntland Council of Ministers and the Head of the Project Monitoring Department, addressed the worsening drought crisis and explored ways to mitigate political instability in Somalia. Discussions focused on humanitarian coordination, development resilience, and the role of international partners in supporting long-term stability.

The visit reflects sustained international engagement with Somalia’s federal member states; however, it also underscores the necessity of clear federal oversight in diplomatic and development cooperation. While regional administrations play an important role in implementation, diplomatic engagements that bypass federal coordination risk fragmenting national authority and weakening Somalia’s unified political position. A coherent federal-led strategy ensures that development assistance, political dialogue, and humanitarian responses reinforce state-building efforts rather than contributing to parallel governance structures.
