Puntland Rejects Federal Government’s New E-Visa System, Citing Overreach of Authority

Garowe – Puntland State has rejected the recently launched federal electronic visa system, accusing the Somali Federal Government of overstepping its authority by attempting to control entry into regional territories.

Puntland’s Minister of Information, Mahmoud Aidid Dirir, criticized the federal initiative on Tuesday, stressing that the issuance of visas and the management of airports fall under Puntland’s jurisdiction with regard to travelers arriving in its territory.

The minister condemned the federal move, stating that Mogadishu has no legal mandate to control passengers arriving at Somali airports until a formal agreement is reached.

Somalia’s Immigration and Citizenship Authority officially launched the e-visa and travel permit system on September 1, 2025, through a dedicated online platform.

Federal authorities argued that the new system will streamline travel, enhance transparency, and strengthen national security by requiring all travelers to apply for visas online before entering the country.

The Somali government praised the e-visa system as a significant step toward modernizing immigration services. However, it has sparked renewed tensions between Mogadishu and Puntland, which has long disputed federal authority over airport revenues and border management.
